Reasons: A complaint was made by the registrant’s former employer that the registrant engaged in prohibited conduct including engaging in a romantic, sexual, or exploitative relationship with a current or former patient in a correctional setting, and failed to cease the prohibited relationship. The Inquiry Committee commenced an investigation, and made a motion pursuant to s.35(1) of the Health Professions Act for an extraordinary hearing. The extraordinary hearing was settled by the registrant entering into an undertaking and consent agreement that the registrant not practice psychology or provide psychological services until the complaint is resolved. |

Nature of Action: A citation was issued on September 17, 2009, but was subsequently withdrawn on October 13, 2009 pursuant to s.37(4) when the College requested and the former registrant granted an undertaking or consent, in the nature of an undertaking or consent agreement that includes: (1) to admit having committed professional misconduct by engaging in a romantic and intimate relationship with an inmate who was a client; (2) not to apply for re-registration with the College for a period of 24 months, and to undergo a fitness assessment if and when Dr. Nadeau does apply; and (3) to agree that upon successful registration Dr. Nadeau will have a restriction on practice, including that she will practice under supervision by a supervisor, according to specific terms, until particular conditions are met. |

C. CITATIONS FOR A HEARING OF THE DISCIPLINE COMMITTEE |
|
|
The Board of the College of Psychologists has resolved to disclose information to the public regarding citations for disciplinary hearings. Specifically, the College will disclose on its website the name of the affected registrant as respondent, a brief description of the nature of the complaint or matter which is to be the subject of a disciplinary hearing, and the date, time and place of the hearing. The Board’s resolution is made pursuant to section 53(1) of the Health Professions Act. Citations issued by the Inquiry Committee under section 37 involve allegations which are and remain unproven unless admitted by a registrant or determined by the Discipline Committee. The College endeavours to keep any hearing dates listed on its website up-to-date, but persons interested in attending any hearing should confirm each hearing date, and that the hearing is open to the public, before attending. The Discipline Committee is empowered to hold all or any part of a hearing in private at the request of a complainant, or as may be appropriate in a given case. |
